| Description | This paper details concerns over electricity privatisation (which the US and EU are pushing in the GATS negotiations in Cancun), and the impact on small decentralised community electrification. The Sri Lankan example gives a clear illustration of these concerns, which could impact on millions of people living in isolated communities in developing countries.Full ReferenceTurning off the lights: GATS and the threat to community electricity in Sri Lanka By Stephen Thomas, Public Service International Research Unit, University of Greenwich, Iromi Ruana Rajepakse, consultant, Sri Lanka and Jayantha Gunasekara, ITDG South Asia, September 2003.Contact:Alison Doig, Public Affairs Officer, email alisond@..., Intermediate Technology Development Group, Schumacher Centre for Technology Development, Bourton Hall, Bourton On Dunsmore, Warwickshire, CV23 9QZ, UKTel: +44 (0)1926 634400 Fax: +44 (0)1926 634401 http://www.itdg.org Jayantha Gunasekara, Technology Programme Leader, e-mail: JayanthaG@..., ITDG - South Asia, No. 5, Lionel Edirisinghe Mawatha, Kirulapone, Colombo 5, Sri Lanka Tel : +94 1 829412 Fax: +94 1 856188 |
