GPOBA - Global Partnership on Output-Based Aid

GPOBA's purpose is to fund, demonstrate, and document output-based aid (OBA) approaches to facilitate increased access to reliable infrastructure and social services by the poor in developing countries. Established initially as a multi donor trust fund administered by the World Bank, the program's focus sectors are: water, sanitation, electricity, telecommunications, transportation, health, and education. GPOBA signed four grant agreements and approved two projects for commitment and two projects for technical assistance between January and June this year. These activities incorporate many of the programs focus sectors in countries in Sub-Saharan Africa, the Middle East, and Latin America.

[top] [end]Contributors and Funding

Since GPOBA was set up in 2003, four other donors have joined the Partnership:

  • International Finance Corporation (IFC) (June 2006)
  • Dutch Ministry of Foreign Affairs (DGIS) (December 2006)
  • Australian Agency for International Development (AusAID) (February 2007)
  • Swedish International Development Cooperation Agency (Sida) (December 2007)

GPOBA funding can be used for three types of activities:

1. Technical Assistance: Supporting the design, implementation and evaluation of projects organized under an OBA approach

2. Dissemination: Facilitating the identification and dissemination of lessons of emerging experience with OBA schemes

3. OBA subsidy funding: Funding of OBA subsidies that will complement user fees to enable poor people to access basic services

These activities can be carried out in any member country of the World Bank Group. However, in order to direct resources to the poorer developing countries, GPOBA donors prefer that most of GPOBA’s funding is allocated to DAC I and DAC II countries, IDA countries, and/or IFC frontier countries and regions.
