GEF provides grants and concessional finance for project development activities, enabling activities and full projects. Projects supported by GEF must be country-driven and based on national development priorities. The Enabling Activities are specifically designed to assist non-annex I countries (primarily developing countries) in meeting their communications obligations and the overall objectives of the Framework Convention. Projects that do not qualify under the "long-term operational programmes" or the Enabling Activities but are high national priority and are cost-effective may be considered under the Short-term Response Measures.
