With support of the DGIS, GVEP is launching the Global Action Programmes (GAP) Fund in early 2005. The Fund will provide flexible, quick response support to partners in GVEP-assisted countries for energy-poverty reduction activities. GVEP, the Global Village Energy Partnership established at the time of the World Summit in 2002 is launching a Global Action Programs (GAP) Fund, with a grant from the Government of the Netherlands (DGIS), in early 2005.
Initially capitalized at about US$1 million, the Fund will provide flexible, quick response support to partners in GVEP-assisted countries for activities that will contribute to energy-poverty reduction. In its early operation, the bulk of the funding would be used to support GVEP country action program development and implementation, with sample activities to include pilot investment projects, policy development and institutional strengthening.
A small proportion of funding may also be used for activities within the other GVEP service lines including Financing Facilitation, Capacity Development, Knowledge Management and Monitoring and Evaluation. Only GVEP partners are eligible. Proposals will need to demonstrate their relation to the GVEP national action program process, have support of the GVEP country lead, adhere to GVEP principles, and demonstrate cost-sharing (direct or in-kind). Typical grants are expected to range from $10,000 to $100,000.
