Assignment Description

Analysis of Household Air Pollution, Economics of Ethanol Fuel Program, and African Experience with Scaling-Up Household Air Pollution Interventions

Funding source

The Trust Fund for Environmentally and Socially Sustainable Development, funded by the Finnish and Norwegian governments, has approved grants for the analysis of environmental issues. The World Bank intends to apply part of the proceeds of this Trust Fund for consultant services for work in Madagascar on the analysis of household air pollution, the economics of the proposed ethanol household fuel program, and African experience with scaling-up household air pollution interventions.

Services requested

The services are expected to include:
  • designing and conducting surveys of household fuel use, housing conditions, time-activity patterns, household socio-economics, cooking practices and preferences, and monitoring of baseline household air pollution and health status;
  • monitoring and analysis of changes in household air pollution, changes in time-activity patterns of household members, and changes in consequent exposure to household air pollution and related health outcomes, as a result of a set of interventions to be identified, including behavior change, improved ventilation and stoves, and household fuel-switching from biomass to ethanol and other fuels;
  • assessment of household acceptance of the identified interventions, and their cost-effectiveness in reducing exposure to household air pollution and improving health outcomes;
  • detailed assessment of the economic viability of the proposed national program to promote ethanol as a household fuel, including economic analysis of likely land-use changes, costs of production and distribution, and benefits of switching from fuelwood use;
  • desk review of the cost-effectiveness and health benefits of other programs in Africa that aim to reduce exposure to household air pollution either as a primary or secondary goal, along with lessons learnt from such programs for scaling-up successful initiatives.

Submission Requirements

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
