This study financed by GVEP-I as preparatory work for the programme implementation will focus on four areas:

a) Identify 6 to 8 PREMs (multi sectorial energy projects), connecting the supply of energy services with power generation. Particular emphasis will be given to initiatives at an advanced planning stage, with a clear profit potential and where sources of energy are available, or have been clearly identified.

b) Advice on the best institutional arrangements required to supporting these projects. This means identifying the agencies in Senegal best placed to ensure the PREMs become operational

c) Identify Enterprises and financial institutions (FI) in the areas where PREMs are planned, create linkages between the energy companies, enterprises and FIs and the energy companies encourage local financing and stimulate demand.

d) Strengthen the entrepreneurial capabilities of project managers in order to ensure the sustainability of their business.

GVEP International now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must prove experience within the energy sector in West Africa and specifically in Senegal, must have good knowledge of the different sectors and actors involved in the operation of PREMs, of income-generating activities, of the range of financial tools that could be put in place in order to meet the challenges in Senegal and must have the ability to think out-of-the-box and develop solutions.

This should include CVs for the consultant(s) who will carry out the work and any other supporting documents that will help assess the level of experience and skills in relation to the tasks required.
