The Economic Commission of West Africa States (ECOWAS Commission), with support from the Austrian Government’s Federal Ministry of European and International Affairs and the United Nations Industrial Development Organization (UNIDO), is establishing the ECOWAS Regional Centre for Renewable Energy and Energy Efficiency (ERC). The ERC will be located in Praia, Cape Verde. The ERC will, within the framework of the ECOWAS/UEMOA Regional White Paper Policy on Energy Access, lead and coordinate regional projects and programmes that seek to establish and operationalise markets for renewable energy and energy efficiency technologies and services in ECOWAS Region. The activities of the ERC will contribute towards increasing access to modern energy services and improve energy security in ECOWAS Member States thereby supporting the region’s economic and social development in an environmentally benign manner. The preparation and operation of the ERC will ultimately contribute towards the attainment of the MDGs.


Report to UNIDO and the Austrian Development Agency (ADA), the principal role of the CTA will be assisting the Executive Director of the ERC in all his duties during the preparatory and first operational phase of the ERC ( total period of 42 months). Main duties of the CTA will include:
  • Advise and assist the Executive Director of the ERC on all strategic, operational and technical issues of the ERC;
  • Working in collaboration with UNIDO and the Executive Director of the ERC, initiate and develop new programmes and projects for the ERC and engage development partners, private sector to mobilize funding;
  • Assist in the implementation, evaluation of the projects and programmes of the ERC and develop recommendations for improvement of the operations of the ERC.
In carrying out these duties, the CTA will focus on the following specific duties:
  • Assist in all activities for the preparation and establishment of the ERC office;
  • Develop the work and business plan of the activities of the ERC;
  • Technically support the activities of the core staff of the ERC;
  • Provide technical inputs to special programmes attached to the ERC, upon request, and manage the staff attached to such projects;
  • Identify funding opportunities and conceptualize new programmes and projects for the ERC;
  • Assist in the developing new projects and programmes for the CTA and mobilize support from development partners;
  • Regularly update UNIDO Headquarters on the progress of the ERC and advise on strategic and technical issues on the operation of the ERC; and
  • Build collaborative relationships between the ERC and other international centers with a view to leverage know-how, resources, technologies etc.

Required Competencies

Highly dynamic individual with analytical thinking; planning, organizing and problem solving abilities. Proven experience in overcoming deadlocks and difficulties in the implementation of complex projects and in bringing them back on track; proven ability to lead and coordinate multidisciplinary teams; demonstrated diplomatic and negotiating skills. Excellent interpersonal and communication skills.
