SNV Netherlands Development Organisation is specialised in advisory services and knowledge brokering, and provides capacity development support to local and national organisations in the governmental, non-governmental and private sector. SNV is committed to the reduction of poverty consistent with nationally defined poverty reduction strategies aligned to the UN’s Millennium Development Goals. Our advisors, and the Local Capacity Builders we work with, deliver support to over 2000 clients in 33 countries.

After some preparatory studies, the National Domestic Biogas & Manure Programme (NDBMP) was started in Bangladesh in 2006. The Infrastructure Development Company Limited (IDCOL) was selected as programme implementing agency and currently coordinates with about 30 Partner Organisations (POs) in the area of biogas plant construction and lending. SNV employs two advisors to the Programme. The duty station of these advisors is at the office of IDCOL in Dhaka. They do not only support IDCOL, but also other relevant actors in the sector. The working area is all over Bangladesh where biogas plants are installed. Within SNV, the advisors are accountable to a country director or regional portfolio coordinator based elsewhere in Asia. The advisors therefore act in a highly independent manner.

Educational background

  • Masters degree in the field of agro-economy, rural development or renewable energy and/or an academic level of working in rural development/renewable energy.


  • At least 7 years work experience in advisory service delivery, of which 2 years at a senior level in a diverse and complex international environment. Experience in biogas / renewable energy programmes is required.
  • Proven track record in capacity building and process facilitation.
  • Experience in micro and medium sized enterprise development and insight into problems and constraints in stimulating private-public partnerships.
  • Broad experience in networking, facilitation of multi-stakeholder processes, product development, organisational learning and institutional development processes.


  • Topical knowledge of domestic biogas / renewable energy / rural technology dissemination approaches.
  • Knowledge of quality management procedures.
  • Recognised results in related knowledge development (e.g. articles, publications, congress/seminars presentations etc).


  • Excellent writing and verbal communication skills.
  • Client and team oriented attitude.
  • Leadership, entrepreneurial, coaching and self-reflection skills.
  • Proven ability to take initiatives independently and to have perseverance under adverse circumstances.
  • Proven ability to work in different cultural settings and multi-cultural environment.
  • Flexibility to work compatibly with national community based and non-government, government and private sector organisations.
  • Physical fitness to travel throughout the country
  • Fluency in English, both spoken and written. Acquaintance with the Bangladeshi language would be an asset.
