Elimination of poverty in poorer countries. In this contect development policy has three broad objectives: the creation of sustainable livelihoods for poor people, the provision of better education, health and opportuntities, and the protection and improved management of the environment.

"Nearly a third of the world’s poorest people live in fragile states - countries like Sudan, Ethiopia, Afghanistan, Somalia and the Democratic Republic of Congo."

"Fragile states are where citizens cannot rely on basic services such as water, sanitation, medicine or education . In many fragile states, basic rights to life and security are also violated as the rule of law may have broken down."

"Before we decide to give aid we look at the situation in a country. Is it under threat of war? Have other givers of aid bypassed it? Will it, like China or India, have a big impact on the world’s economy in the future? Ministers weigh these considerations before deciding how and where to spend your taxes."
