Denmark provides assistance to 18 programme countries that are chosen based on their level of economic and social development as well as their specific needs and absorptive capacity. The main-objective of Danish development assistance is poverty alleviation in consideration of crosscutting issues such as gender issues, environment, democracy and human rights.

Denmark's official development assistance is provided in accordance with the Strategy for Denmark's Development Policy "Partnership 2000"

Each country support covers only two to four sectors (one of which is energy). A review of the sector (including institutional performance) is completed before an assistance programme can be initiated. An Environmental Impact Assessment, economic analysis, and financial analysis are required before each energy project. Activities must respect the principals of economic viability and long-term sustainability so DANIDA will only fund proven renewables in countries that have taken a political decision to support renewables. The Sector Support Programmes (SPSs), that operate in countries with Energy as a priority, provide a framework for long-term (min 10 years) commitment. A SPS contains: institutional strengthening, support for utilities in restructuring and efficincy, investment activities, and support for traditional coal-based energy (with GEF) and fuelwood (often with RPTES [WB programme])
