Selection of consultants by the World Bank to work on indoor air pollution in Africa

Assignment Description

The World Bank intends to use TFESSD resources for consultant services for work on indoor air pollution in Africa, which may include work in Rwanda and Uganda. The services are expected to include:
  • designing and conducting household surveys of fuel use, housing conditions, and time-activity patterns;
  • exposure monitoring of baseline indoor air pollution;
  • data analysis to estimate baseline conditions for different geographical areas and user groups;
  • conducting focus group interviews and other research to identify a set of interventions that may reduce exposure to indoor air pollution, including behavior change, improved ventilation, fuel switching and improved stoves;
  • testing and analysis of changes in exposure and related health outcomes as a result of the identified interventions;
  • cost-benefit analysis of the interventions;
  • building local capacity to assess and implement such interventions;
  • development of behavior change communication advice and policy recommendations.
Funding Source: The World Bank intends to finance the assignment/services described below through the Trust Fund for Environmentally and Socially Sustainable Development.

Eligibility: There are no eligibility restrictions.

Individual/Firm Profile: The consultant will be a firm or consortium.

Submission Requirements

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Interested consultants are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank eConsult at:

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (h). Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding. Relevant Qualifications:
  1. Interested consultants should provide information showing that they are qualified in the field of assignment, and have relevant experience, preferably in Africa.
  2. Interested consultants should provide information on the technical and managerial capabilities of the organization.
  3. Interested consultants should provide information on the qualifications of key staff.
