The State Department plans to announce April 16 that it will accept proposals for projects aimed at reducing greenhouse gas emissions in India under the aegis of the Asia-Pacific Partnership on Clean Development and Climate.
In a notice scheduled to appear in the April 16 Federal Register, the State Department said it has requested $26 million to fund private-public projects aimed at reducing greenhouse gases in fiscal year 2007 among all six countries that make up the Asia-Pacific Partnership on Clean Development and Climate.
The April 16 request for "concept papers" (proposals) applies only for activities in India, and not to activities in Australia, China, Japan,or Korea. The State Department said it will award grants that range from $200,000 to $2 million.
Prospective applicants may include a wide range of partner country organizations that can include both nongovernmental groups as well as commercial firms.
To qualify for funding, the State Department requires the proposal to show that the applicant and its partners are willing and able to collectively contribute "significant resources" to the proposed program that are at least equal to the level of resources and funding they are seeking from the agency.
The voluntary Asia-Pacific Partnership was launched by President Bush in July 2005 to bring together government and industry to address growing demands for energy while reducing greenhouse gas emissions linked to global climate change. The partnership is touted by the administration as an alternative to the Kyoto Protocol's mandatory requirements for curbing greenhouse gas emissions.
The partnership is made up of representatives from six countries: the United States, Australia, China, India, Japan, and South Korea.
