Call for proposals: Analysis of the market potential for energy efficient stoves in institutions in South Africa

1. Introduction

ProBEC, currently known as the Programme for Biomass Energy Conservation will expand its scope of work, not only in terms of its focus but also in terms of the countries where it is operating. After May 2008, ProBEC will be known as the Programme for Basic Energy Conservation and will be active in four additional countries, namely South Africa, Botswana, Namibia and Swaziland. In preparation for a full-scale programme of work in South Africa, ProBEC is embarking on preparatory activities to inform planning. ProBEC wishes to appoint a consultant to carry out a scoping study on the market potential for improved institutional stoves in South Africa. The following will outline the requirements of the study.

2. Project Objective

The objective of the project is to provide ProBEC with a report detailing the market potential for improved institutional stoves in South Africa. The study should provide information on the following:

  • The number and type of institutions that provide cooked meals;
  • The energy sources utilized by the various institutions (wood fuel, LPGas, electricity, others)
  • How the institution obtains their energy sources – does it pay for energy itself or is the energy source provided
  • The scope for energy savings in the institutions
  • Quantification of the potential demand for improved institutional wood fuel stoves
  • Recommendations for an implementation strategy: institutions to focus on, specific areas, etc.
3. Tender instructions

Tenders should be prepared in two separate components, namely a technical proposal and a financial proposal. Two hard copies of the technical and financial proposals must be submitted in separate envelopes marked as follows:

Questions and Answers

Please find some questions and our responses to our call for proposals on the Institutional Stove Study, below (Q=question; A=answer):

Q1 What are the time-frames that GTZ envisages for this project? / When is the report expected by GTZ (ie the duration of the activity)?

A1. Three months from allocation of contract until acceptance of final report Q2 Could you please provide us with an indicative budget/person per day allocation? A task like this could be done relatively quickly and superficially- or it could be done in significantly more depth – the TOR do not provide much guidance on the level of effort you wish to expend in the area.

A2. No, we do not give out any budget indications whatsoever, not on individual rates nor total budget. We expect full delivery of the ToR - if you can satisfy the ToR with a superficial effort, that will be your advantage. Q3 Are there specific regions / provinces that you have in mind?

A3. No. We would like an indication of the market potential in all provinces

Q4 Could you please be a bit more specific on the types of food-providing institutions you want to target for the study?

A4. Any institution that provides cooked food, specifically the ones using fuel wood (schools, crèches, clinics, hospitals, labour compounds, etc. Q5 Any reason that you are limiting the study to these institutions?

A5. We are interested in institutions using firewood to prepare food, because that will be market for the product (institutional Rocket Stoves)

Q6 My perception is that there may be need for national surveys to collect the institutional data specified. We need to be sure GTZ share this view because the costs and time associated with such work can be quite high.

A6 ProBEC envisaged the study to be conducted in 3 months. This would indicate that a detailed country wide survey would not be possible
