The Energy Sector Management Assistance Program (ESMAP), is seeking to recruit an experienced Sr. Gender & Energy Extended Term Consultant with high operational and project experience (deadline 08 February 2008) A brief description of the posting follows: The Energy Sector Management Assistance Program (ESMAP) is a multi-donor trust fund program administered by the World Bank and established in 1983. ESMAP helps build consensus and provides policy advice on sustainable energy development to governments of developing countries and economies in transition.
The effective implementation of the World Bank's Clean Energy Investment framework, particularly in the areas of access to clean energy/sustainable energy, requires adequate treatment of gender issues. To support the mainstreaming of gender issues in the CEIF, ESMAP is seeking to recruit an experienced Sr. Gender and Energy Extended Term Consultant with high professional standards, operational and project experience, and enthusiasm for the Bank's mission. The gender expert will provide operational advice and advisory services to regions and external clients, and develop innovative approaches to mainstream gender issues in energy, with specific focus on Pillar 1 of the CEIF on energy for development and access for the poor.
Selection criteria - Advanced degree in social sciences, gender studies, economics or equivalent, and/or energy policy.
- Minimum 8 years of direct relevant work experience in gender, energy and poverty issues in developing countries
- Demonstrated ability in policy analysis and design of research programs in energy and gender;
- Gender skills in fieldwork, a thorough understanding of assessment procedures and M&E.
- Excellent English written and oral skills, and proven ability to work effectively with peers, decision makers in donor countries and clients; and
- Experience with international lending institutions, global programs or international development agencies.
- Excellent interpersonal skills and proven ability to work in a multi-cultural environment and virtual teams located in different regions
- Strong conceptual and research/analytical skills, with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
- High level of energy, initiative and flexibility in quickly adjusting to changing work program requirements.
- Proven track record working simultaneously and effectively on a variety of tasks, independently adjusting to priorities and achieving results within agreed objectives and deadlines.
- Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships/partnerships.
- Demonstrated professional leadership and ability to lead a team of professionals in the execution of major projects.
